It's like she's speaks a different language. But can it really be considered language without consistent semantic and syntactical rules?

Well, see, it's because she's from Alaska, where elements of Russian, French, and Inuit idioms find their way into the local speech. What she's trying to say is, global warming is caused in part by the Bush Doctrine. We've seen this before.
